				<content:encoded><![CDATA[<p><b>Wise, VA</b> – Wise County Board of Supervisors joined Mountain Empire Community College President Dr. Scott Hamilton and other dignitaries on March 6 for a groundbreaking ceremony for the college’s new access road.  The ceremony was held in the Goodloe Center and celebrated the beginning of construction on a new second entrance to the campus.</p>
<p>The project has been one of the most anticipated additions to the college.  The second access road to the campus along U.S. route 23 was approved in 2012. The road, to be constructed approximately 1/3 mile south of the existing main entrance, will provide an additional entrance to the college as well as alleviate traffic congestion. The Wise County Board of Supervisors are very proud to announce that the cost of this New Access Road, both design and construction, is paid for by local Wise County Coal Severance Money. This is one of many projects that the Board has seen completed using this source of revenue. The primary goal is to reduce the number of vehicular accidents at the main entrance. Construction of the new road, which will be named College Way, should begin in March 2013. The road will be open to traffic by the end of 2013.</p>
<p>Dr. Hamilton welcomed guests to the ceremony and Wise County Administrator Shannon Scott introduced speakers, Ms. Virginia Meador, Mr. J.H. Rivers, and Mr. Darrell Stapleton.  Ms. Meador is Vice Chair of the Wise County Board of Supervisors and Board Member from District 3.  Mr. Rivers is a Board Member from District 3 and Chairman of the Wise County Coal Severance Committee.  Mr. Stapleton is Vice President of Engineering for Thompson &amp; Litton, the firm which designed the project.</p>
<p>Thompson &amp; Litton was chosen by the Wise County Board of Supervisors to provide transportation engineering services, which includes the planning, design, and construction management for the second entrance road from US Route 23 to the Mountain Empire Community College in Big Stone Gap.</p>
<p>Engineering services include roadway design, required crossover and turning/storage lanes on U.S. Route 23, hydraulics, surveying, project management and environmental design and coordination. The project requires an Erosion &amp; Sediment Control and Storm Water Management Plan and related construction contract administration support.</p>

				<content:encoded><![CDATA[<p><b>Wise, VA</b> – The Board of Directors of Thompson &amp; Litton (T&amp;L) is pleased to announce three new Associates of the firm.  They are Eric G. Gentry, Anthony T. Kennedy (Tony), and Brian G. Tew.  Ron Helton, PE, President of Thompson &amp; Litton stated, “These three have consistently revealed outstanding character and abilities. Although all of our employees at Thompson &amp; Litton do an outstanding job, these three deserve to be set aside and recognized.”</p>
<p>Eric Gentry, LS, Director of Surveying, is a native of Giles County, Virginia and manages the firm’s surveying practice in Radford and Clintwood, Virginia.  Eric has 20 years of experience in land surveying and he brings this expertise to our clients in specialized fields such as transportation, boundary, construction, and geodetic control. He holds professional registrations in Virginia, West Virginia, Tennessee, and North Carolina. Eric graduated from the Virginia APELSIDLA Land Surveyor Apprenticeship Program through the Virginia Community College System. He holds membership in the Virginia and West Virginia Societies of Professional Land Surveyors. Eric’s experience is diversified with work on projects including Virginia Tech Lane Stadium, U.S. Route 58 By Pass Project in Carroll, Floyd<b> </b>and Patrick Counties, U<b>.</b>S. Federal Government Patent Building in Arlington, and the New River Resource Authority/Landfill.</p>
<p>Eric is an avid sportsman and is involved in his community, church, and local government.  For several years, he has led the Radford Chili Festival team, comprised of T&amp;L employees and friends, which in 2012 was named the Chili Champion Team.  Eric resides with his wife Jeanine, and two children, Jared and Shared, in Hoges Chapel – Giles County, Virginia.</p>
<p>Tony Kennedy, CCCA, is a 1991 graduate of Virginia Tech where he received a Bachelor of Science Degree in Building Construction. With 16 years of experience providing construction contract administration for building and public works projects, Tony is both a practical and professional practitioner.  One of Tony’s most recently completed projects is the $20 million Montgomery County (Virginia) Courthouse and Parking Structure.</p>
<p>As Thompson &amp; Litton&#8217;s Construction Department Head, Mr. Kennedy is responsible for the oversight and management of the firm&#8217;s construction administration and inspection services. Additionally, Mr. Kennedy personally takes on the primary responsibility of construction contract administration for high profile Thompson &amp; Litton projects. Tony is experienced in all types of construction delivery methods including traditional bid, design-build, and construction manager at risk options.</p>
<p>Tony is an avid outdoorsman who enjoys hunting and shooting sports as well as helping Boy Scout Troop 12 and Cub Scout Pack 21.  He is also involved in local government and his church.</p>
<p>Tony resides with his wife Rhonda, and their sons Andrew, Joseph, and Samuel near Rocky Gap in Bland County, Virginia.</p>
<p>Brian Tew, MBA has been with T&amp;L for over 7 years as a Senior Project Manager and operates from the firm’s Radford, Virginia office.   Brian is a 1999 graduate of East Carolina University where he received a Masters degree in Business Administration and a Bachelor of Science in Urban and Regional Planning.  Along with Brian’s academic training, he has over13 years of diverse experience in the management and construction of engineering projects for the public and private marketplace. During his tenure with T&amp;L, Brian has been actively involved in the development of numerous water, wastewater, solid waste and industrial site development engineering projects in Western Virginia. He also has specialized experience in the field of telecommunications, design build project delivery methods and alternative energy resources.  Some of the more recent projects that Brian has managed are the New River Resource Authority Area C Landfill Expansion, City of Bedford Stoney Creek Reservoir Dam Spillway Improvements, Pulaski County Garage Expansion, Town of Marion Waste Water Treatment Plant Cogeneration, Town of Wytheville Waste Water Treatment Plant Cogeneration and numerous sewer rehabilitation projects for the City of Waynesboro.</p>
<p>Brian currently resides in Salem, Virginia with his wife Stephanie and two daughters Morgan and Berkley where he is active in the local community, church and civic organizations.</p>

<p>Second entrance to MECC gets funds</p>
<p>A second entrance to the campus of Mountain Empire Community College and the Virginia Division of Mines, Minerals and Energy will be constructed in 2013, alleviating congestion with a primary goal of reducing the number of accidents at the U.S. 23 intersection. The Wise County Board of  Supervisors recently approved funding of coal severance monies for the new road project, to be  constructed approximately one-third of a mile south of the existing main entrance to MECC’s campus, Wise County and the college announced. The second entrance will feature a crossover<br />
on U.S. 23 similar to the one at the main entrance, and will pass between MECC’s maintenance building and the Virginia Department of Transportation’s right-ofway line, connecting to the loop road on the south side of campus. The Mountain Empire Community College campus and the Virginia Division of Mines, Minerals and Energy currently share only one main entrance off U.S. 23, which causes congestion leading to frequent accidents for both north and southbound traffic. Review of the project is currently underway by MECC, VDOT, and the Virginia Department of Conservation and<br />
Recreation. Thompson &#038; Litton is providing engineering services for the project. The current schedule places public advertisement for this project in January 2013 with construction beginning in<br />

<p align="center"><em>New River</em><em> Valley</em><em> Regional Jail Leverages Solar Technology to Offset Nearly One Third of Natural Gas Usage</em></p>
<p>&nbsp;</p>
<p><strong>DUBLIN, Va. (August 14, 2012)</strong> – Baker Renewable Energy announced today it has installed the largest solar thermal system in Virginia at the New River Valley Regional Jail. This state-of-the-art, ground mount system consists of 138 collectors, the equivalence of 272 kW of photovoltaic energy. The structure will offset approximately 30 percent of the jail’s natural gas usage, and will provide 2.5 million gallons of hot water per year to the facility. It is one of the largest ground mount solar thermal projects in the Southeastern United States.</p>
<p>“The New River Valley Regional Jail Authority is truly committed to making a long-term investment that will significantly increase the energy efficiency of the facility,” said John Matthews, president of Baker Renewable Energy. “Large public facilities like the New River Regional Jail that have a continuous, high demand for water usage can greatly offset their water heating costs by utilizing this clean and renewable technology.”</p>
<p>New River Valley Regional Jail is a 296,000-square-foot facility located in the Dublin Industrial Park in Dublin, Va. The jail leverages state-of-the-art technology throughout the facility, which has a rated capacity of 1,183 inmates. Baker Renewable Energy worked in conjunction with Virginia-based Thompson &amp; Litton, an award-winning engineering, architectural, surveying and construction administration firm, to design a custom solution for NRVRJ.</p>
<p>“We had just completed a major renovation and expansion of the original regional jail facility and became aware of a potential funding opportunity through the Virginia Department of Mines, Minerals and Energy and U.S. Department of Energy for renewable energy projects,” said Bill King, P.E., vice president of Thompson &amp; Litton. “Thompson &amp; Litton and Jail Authority staff conceived the concept for the project, and with the blessing and support of the Authority Board, a funding application was submitted and approved. The $856,000 project was funded with a $410,880 grant from DMME/DOE with the balance of funding coming from the Authority. At the end of the day, this project was completed for approximately $800,000, which also included a 15 percent increase in the size of the project as originally bid. It was great to not only finish the project under the original budget, but also to increase the size and effectiveness of the project in the process.”</p>
<p>The project consists of a 3,000 gallon underground water storage tank connected to more than 1,500 linear feet of underground steel pipe infrastructure which runs back to the jail.  As part of the initiative, Baker also installed a detailed weather station nearby to monitor system efficiency versus weather fluctuations. System performance can be monitored remotely.</p>
<p>“Local governments are being forced to assume more and more financial burdens in today’s tough economy.  Our population and therefore our demand for hot water is growing much more quickly than we expected.  Rising fuel costs made the prospect of a renewable energy source a likely choice to reduce operating expenses.  We looked to Thompson &amp; Litton and Baker Renewable Energy to design and build a solution that would allow our facility to become more energy and cost efficient,” said Gerald McPeak, the superintendant of the New River Valley Regional Jail. “The Thompson &amp; Litton and Baker teams faced many challenges while working at our facility.  Fluctuating weather conditions, extensive underground infrastructure and working in a high security environment made the project complex in a number of ways.  The teams from Thompson &amp; Litton and Baker Renewable Energy were professional, attentive to our needs and able to deliver us an expansive solar thermal system that was completed in a timely fashion.”</p>
<p>&#8220;Putting 138 collectors on one ground mounted system is a big deal,&#8221; Jason Epstein, executive vice president of Baker Renewable Energy, said. &#8220;We&#8217;ve been at this for a long time now, and even some of our larger installations haven&#8217;t topped 50 collectors on any single project. It&#8217;s exciting to see the Authority taking a bold stance like this.&#8221;</p>
