We are proud to share that T&L and Burwil Construction Company have been recognized for excellence in design and construction, receiving the Renovations & Additions Over $5 Million award at the 33rd Annual Associated General Contractors (AGC) of Tennessee – Tri-Cities Branch Awards Dinner. The award was presented during a celebratory evening held at the historic Carnegie Hotel in Johnson City, TN.

The award-winning project—the EO of Southwest Virginia Adaptive Reuse of Regional Childcare & Workforce Development Design/Build—represents a significant achievement in both design innovation and community impact. Transforming an existing facility into a vibrant, multifunctional space, this project was built to support critical regional needs in childcare and workforce development.

About the Project

This design/build project required careful planning and strategic reuse of an existing structure. With a focus on community enrichment and sustainability, the adaptive reuse approach allowed the team to modernize the facility while preserving key elements of the original building. The result is a highly functional, welcoming space that now serves as a vital hub for families and job seekers across Southwest Virginia.

The AGC Tri-Cities Awards Dinner is a cornerstone event that honors the people, projects, and companies that make a lasting difference in the construction industry. This year, project awards were divided into two divisions and four subcategories:

Summary

Project Manager – Southwest, Virginia
We are seeking an experienced and highly motivated Project Manager (PM) to lead and manage architectural (primary) and engineering (secondary) projects for a multi-office A/E firm in a multi-county area. Along with exceptional skills in communication, financial management, and leadership, the ideal candidate will also have a general understanding of working with local, state, and federal government funding agencies. A background in coordinating design and production teams is essential, however specific design responsibilities will be handled by Project Architects and Project Engineers. Candidate will have a minimum of 8-10 years related experience and a BS or BA degree; professional license (AIA/PE) preferred but not required. Firm’s work is primarily but not exclusively public sector for local municipalities/schools, higher education, and state government.
As a Project Manager, you will be responsible for overseeing multiple projects, ensuring client satisfaction, and delivering projects on time, within budget, and with the appropriate resources. Your leadership will be crucial in maintaining strong client relationships while managing project teams, funding agencies, and consultants. Additionally, you will be responsible for identifying and contracting new projects, collaborating with senior leadership to develop and execute an annual marketing and sales plan, and adjusting strategies to meet changing market needs.
In this role, you will work closely with the Senior Vice President of Project Management, the Vice President of Business Development and Marketing, and the regional Client Manager to review progress, discuss funding opportunities, and explore potential cross-selling of services. Regular client meetings will be essential to assess project status, identify new opportunities, and understand clients’ organizational dynamics, competitive landscape, and key risks, helping you shape T&L’s position in the marketplace.
The Project Manager will maintain day-to-day coordination of project activities, ensuring seamless communication between project teams, funding agencies, clients, and consultants. You will oversee all aspects of a project’s lifecycle, from planning and coordination to completion, ensuring high-quality standards, cost efficiency, and timely delivery. Administrative duties include proposal generation, contract administration, travel, meeting attendance (occasionally after normal working hours), and regular review of billing reports. Community celebrates opening of new EO Regional Workforce and Child Development Hub

Having played a pivotal role on the project team, Thompson & Litton (T&L) was pleased to attend the recent ribbon cutting held in October celebrating the official opening of the new EO Companies (EO) Regional Workforce and Child Development Hub in Abingdon, Virginia.

On Saturday, Nov. 2 the public was invited to the new facility for an Open House, and all were very excited about the opportunities it will bring. EO is a newly launched Virginia-based 501c3 non-profit organization with a mission to research, pilot, and scale innovative solutions aimed at amplifying economic opportunities among Virginia’s most challenged communities.  EO repurposed an existing structure that housed a large retail store (Kmart) located just north of Interstate 81 off Exit 17.  The big-box facility was renovated to create critical infrastructure to address workforce development, attraction, and retention challenges essential to Southwest Virginia’s economic prosperity.  The Hub expands access to education by providing onsite high-quality child care for 300 children, sustains a network of 200+ childcare operators by offering back-office services and supports, and delivers career exploration and hands-on learning to 30,000 K-12 students annually in partnership with area employers.

EO enlisted the help of BurWil Construction and T&L through a design build process, to redevelop the 85,000 plus square-foot facility in efforts to catalyze the attraction of new employers to the region and aid in retaining current workers by making employment in the labor force a feasible choice for families.  T&L assisted with design development, construction documents, and construction contract administration for the project which became the gateway for developing responsive design and construction of the new facility.  The Hub is expected to create 100 new jobs, enable area employers and businesses to grow and operate at their fullest potential, and help to ensure that residents do not have to leave the region for a good job with a livable wage.

Senior Transportation Engineer – Bristol TN

The ideal candidate will have a civil engineering education/background with experience in roadway design, and 10+ years of experience in the industry. We are seeking self-motivated, self-starters to join our staff in providing excellent solutions for our clients and communities. Requirements
  • Minimum of 10 years of relevant roadway design experience applying civil engineering principles as well as local, state, and federal transportation rules, regulations, specifications, and standards to roadway design.
  • Valid Professional Engineer (PE) license from the State of Tennessee, the Commonwealth of Virginia, and/or state with reciprocity.
  • Bachelor degree in Civil Engineering.
  • Ability to communicate effectively orally and in writing with diverse audiences.
  • Ability to manage multiple projects at different stages concurrently.
  • Ability and willingness to teach/mentor less experienced team members.
  • Skilled in the use of Bentley OpenRoads Designer (ORD)
Preferred
  • Record of progressive responsibilities in a wide range of areas of civil engineering design, including traffic and transportation design, land development, erosion and sediment control, drainage, storm water management, and hydraulics.
  • Potential to step into a leadership role.
  • Familiar with Virginia stormwater regulations.
Duties The successful candidate will be responsible for leading a design team responsible for creating the design and development of a variety of civil engineering projects for DOT as well as other public and private sector organizations.
  • Assist in the engineering and planning efforts for roadway and highway design, maintenance of traffic, and safety project in accordance with the applicable DOT development processes.
  • In addition to preparing drawings, calculations, reports, and technical specifications, performs quality control review.
  • Works with project managers and multiple disciplines on designs, including scope and RFP/RFQ/SOQ, and on business development activities to include budgets and schedules for engineering projects throughout all stages of lifecycle.
  • Serves as a senior technical subject matter expert for team throughout the tri-state region.
