Beginning in 1996, T&L joined with the Wise County Industrial Development Authority in the planning of a regional industrial park
to be located in Wise, Virginia. During the planning period, T&L was commissioned to develop a Preliminary Engineering Report (PER)
for providing sanitary sewer service to the proposed industrial park.
This PER, entitled Preliminary Engineering Report for Bear Creek Sewer Extension Service for Lonesome Pine Industrial Park, was completed in October of 1996. The concept of the project thereafter continued to evolve, culminating in the development, by T&L, of  the Master Plan for the Lonesome Pine Regional Business and Technology Park, dated December 1998. T&L has since – via an Open-End Term Agreement – been retained by the Wise County Industrial Development Authority for the purpose of providing engineering and architectural services relative to the further development of the Lonesome Pine Regional Business and Technology Park in  accordance with the Master Plan.

Development of the Lonesome Pine Regional Business and Technology Park is an ongoing process with multiple individual projects. Over the past 20 years, the Partnership between T&L and the Wise County Industrial Development Authority has resulted in
approximately $93 Million in total project cost related to the park development. Individual Projects are listed below:

Somic America Production Facility Addition

T&L partnered with Somic America, Inc., a leading supplier of front end components for Toyota, to design and construct a 100’ X 500’ (50,000 SF) addition to the east side of the existing Somic America plant located in the Wythe County Progress Park. T&L’s construction partner was MB Contractors, Inc, who worked as a subcontractor to T&L.

In addition to providing all Architectural, Structural, and Mechanical/Electrical/Plumbing Engineering services for the building addition, T&L also provided Civil Engineering and Surveying services, relative to the site development activities including site grading, access roads, loading docks, on-site parking/pedestrian facilities, on-site utilities (water, sewer, gas, telephone, and electric), and on-site storm sewer and related appurtenances.

Bluestone Regional Business & Technology Center Shell Building

T&L partnered with the Tazewell County Industrial Development Authority (TCIDA) for Designer Led Design Build services relative to design/construction of a 40,000 SF shell building and associated site work (utilities, stormwater management, parking/access, earthwork, site lighting) at the Bluestone Regional Business and Technology Center (BRBTC).

The BRBTC is situated on an approximate 680 acre parcel, located adjacent to U.S. Route 460, between Tazewell and Bluefield, Virginia.

T&L developed a 100% Early Site Package along with a 75% level design effort for the balance of the project scope for bidding purposes under our Design Build contract. The successful bidder was DCI Shires of Bluefield, West Virginia, who worked as a subcontractor to T&L.
