T&L partnered with Perkins + Will, an international Architectural firm hired by Dickenson County, in late 2011 to provide civil engineering design, permitting, bidding and construction administration services associated with the development of Dickenson County’s new consolidated high school and middle school complex.

The project was funded by the Army Corps of Engineers and Rural Development.

Facility highlights include:

  • An approximate 47-acre site;
  • High school/middle school building;
  • Vocational education building; and
  • Athletic support facilities including an approximate 3,500 seat football/soccer stadium with artificial turf, baseball/softball fields, tennis courts, and various athletic practice fields.

Civil engineering highlights include:

  • Approximately 800,000 cubic yards of earthwork;
  • An extensive network of site utilities including stormwater, water, sewer, a 25,000 gallon per day wastewater treatment plant, gas, electric, fiber, and telephone; and
  • On-site access roads and parking.

In addition to assisting with the permitting required through the Army Corps of Engineers, T&L developed the Erosion & Sediment/Stormwater Management plan for the project and prepared the Virginia Stormwater Management Program (VSMP) permit application including a Stormwater Pollution Prevention plan.

Brown, Church and Lucas Stormwater Improvements

The Town of Christiansburg (Town) witnessed severe flooding in the vicinity of Brown, Church, and Lucas Streets for many years.  T&L & EEE Consulting, Inc partnered with the Town to determine a recommended course of action to minimize the flooding risk within the project area.  The following scope of servics is as follows:

  • Planimetric and topographic survey;
  • Design a stormwater conveyance system to capture stormwater runoff; Erosion and sediment control / stormwater management plan;
  • Stormwater Prevention Pollution Plan (SWPPP);
  • Bidding and advertising; and Construction contract administration.

The project was divided into two (2) phases. Phase I consisted of approximately 1,200 l.f. of 60-inch storm drain and all related appurtenances.  Phase II consists of approximately 2,500 l.f. of storm drain varying in diameter from 36- to 60-inch, approximately 600 l.f. of curb and gutter, and all related appurtenances.

The Phase I project was awarded to Wells Construction Co., Inc. in September 2016 for $944,879.00 and was completed in June 2017 at a final construction cost of $1,091,608.80.  Phase I was designed and constructed within budget and on schedule.  Significant rainfall events following construction of the Phase I project have demonstrated the project’s success!

T&L is currently finalizing the Phase II design.

Description:    T&L (formerly Stafford Consultants) was selected by the City of Princeton to assist with development of the City’s Stormwater Management Plan.  The firm was also selected to assist the Princeton Sanitary Board with development of a wastewater facilities plan, which includes long-term planning for combined sewer overflow.  As the City and Sanitary Board’s consultant, the firm was involved with conferences including Princeton, Huntington, and Morgantown in developing legislation for developing stormwater utilities.  Initial consulting services performed by the firm include stormwater studies and planning for improvements to drainage along Stafford Drive.

Description:    T&L, in association with Lombardo Associates, Inc. was selected to provide comprehensive planning services to meet wastewater needs countywide.  This study evaluated conventional sewer facilities and innovative and alternative systems to meet wastewater needs and protect the water quality of the New River and tributaries within the County.
